Enhancing Education Through Technology (EETT) Formula Funding

Districts receive EETT Formula funding based on ADA and must be eligible to receive Title I, Part A funds. No application is necessary; LEAs simply sign the AO-400 Award Letter in a timely manner.

Starting in 2009-10, districts will not receive any funds until the EOP report is submitted in fall of 2010, which is very different from the previous practice of receiving 85% of the funding up front and the remaining 15% after the EOP report is submitted.

To spend and retain allocated funds, districts and schools must:

  • Have a state approved technology plan that has been reviewed by the Alameda County Office of Education.
  • Submit end of period expenditure reports (EOP)

EETT-F 2010

The total federal appropriation for EETT decreased by 67% from FY 2009 to FY 2010. California’s EETT award declined from $29.1 million in FY 2009 to $11.5 million for FY 2010. CDE will subgrant 100%, or $11.5 million, to LEAs with 50% allocated to formula grants and 50% allocated on a competitive basis. The payment method for the EETT formula grant will be on a reimbursement basis. EETT formula funds will be paid upon the filing of an End Of Period (EOP) Expenditure Report and can be filed with the CDE at any time, once the grant funds have been fully expended.

EETT-F 2009 ARRA

The total ARRA federal appropriation is $650 million for the EETT program. The ARRA funds are a one-time source of funds that supplement the $270 million of EETT made available under the regular appropriation for FY 2009. California’s share of ARRA funds for EETT is over $71 million. The payment method for ARRA EETT-F grants will be on a reimbursement basis. EETT ARRA funds will be paid upon the filing of an End Of Period (EOP) Expenditure Report and can be filed with the CDE once grant funds have been fully expended.  LEAs can file the EOP with the CDE once the grant award has been full expended, but no later than September 30, 2011.

EETT-F 2009

The total federal appropriation for EETT increased from $267.5 million in FY 2008 to about $270 million for FY 2009. However, California’s EETT award declined slightly from $30.5 million in FY 2008 to $29.1 million for FY 2009. CDE will subgrant 95%, or $27.5 million, to LEAs with 50% allocated to formula grants and 50% allocated on a competitive basis. The payment method for the EETT formula grant will be on a reimbursement basis. EETT formula funds will be paid upon the filing of an End Of Period (EOP) Expenditure Report and can be filed with the CDE at any time, once the grant funds have been fully expended.  LEAs can file the EOP with the CDE once the grant award has been full expended, but no later than September 30, 2011.
